Why This Happens

The buyer is not the user

District-level decision-makers evaluate features, compliance, data integration, scalability, and price. Teachers evaluate whether it works: Does it load? Do I need accounts? How much prep? Does it make my day easier or harder?

Many SEL platforms require 1:1 devices, student accounts, and reliable internet. This creates equity barriers (rural schools), privacy concerns (logging children's emotional data), and time costs (a 15-min lesson becomes 25 min of tech management).

The prep tax

Many SEL curricula require reading background materials, customizing lessons, selecting from lesson libraries, assembling materials. Each individually reasonable. Collectively, a preparation burden guaranteeing inconsistent implementation. A teacher with 20 minutes between reading groups and a parent conference will not customize an SEL lesson. If the curriculum stops working, it has a single point of failure outside the teacher's control. Every occurrence teaches the teacher the tool is unreliable.

Not the login rate. How many teachers are delivering lessons weekly, 20 weeks into the year? Vendors who can't answer don't have the data — and absence of data is itself data.
